Actuator replaced, all is well
I got my pop-up headlight fixed over the weekend. It seems that the actuator had gone out on the driver’s side. This fixed two things… the pop-up was the obvious problem. The other issue was a bit more puzzling. When I would turn on the fog lights and only the fog lights the headlights would still pop-up. 
It was very confusing. This had been going on for many months now, and I was never quite sure what was causing it other than it was an electronics issue.
When they replaced the actuator, it fixed this issue as well. Who knows.
At least I can drive my car at night now.
